Background
Road
traffic injuries are a major problem in Malaysia.
About 60% and 5% of road fatalities involve
motorcyclists and bicyclists respectively.
The
proper use of a helmet is an important strategy in
the prevention of injuries to motorcyclists and
bicyclists.
Motorcycle helmet use is mandatory by law in
Malaysia. Many developed countries have the made use
of bicycle helmet by cyclists mandatory as well. It
is therefore imperative that we promote the use of
bicycle helmets among cyclists.
The
Malaysian Helmet Initiatives was started as a
research program by Universiti Malaya in 1991.It is
a consortium of government agencies, NGOs and
Universities.
Its
objectives are to promote the use of helmets to
prevent head injuries during transport and
recreation.
Introduction
With
rapid development and motorization, the incidence of
road traffic injuries per 100,000 population has
increased from 19.6 in 1981 to 25.1 in 2003.
Motorcyclists, bicyclists and vehicle occupants
constitute about 80% of road fatalities. Helmets
have been shown to be effective in the prevention of
head injuries to motorcyclists and bicyclists.
Similarly, seat belts are effective in the
prevention of injuries to vehicle occupants. Laws
exist for mandatory motorcycle helmet and front seat
belt use.

Motorcycle helmet
legislation was introduced in the year 1980. It was the first
law to mandate the use of a consumer good which met national
safety standards. For religious reasons, the law exempted those
wearing turbans or other headgear from wearing helmets....full
